Meisui didn't exist in Stormblood, and the potencies of Ninjutsu were different.You always end TenChiJin with Suiton for single target.
That's what Meisui is for and why it lines up with TCJ's cooldown.
No fight in which you have an assigned ranged position, actually needs to stand at a distance for the entire fight, only for specific mechanics. Which is what Raiton is for.
In fact, all players should be within melee range for most of the fight anyway for AoE heals.

Again, everyone should be in melee range anyway, except for the very specific mechanics that require a ranged position.
Losing 2 auto attacks is inconsequential.
It depends on the fight, and it's usually ill-advised for casters to try being in melee range full time, because of melee-centric aoes. I don't know what point you think you're making, but I think you've lost the plot.

I'm arguing that NIN and RDM can fill in for their opposite role positions in the party make-up, making it more of a suggestion than a hard and fast rule.
