I think the problem is with the way recipes work. It doesn't need seem to be geared for "insert any one of a range of items here" or maybe we'd have more flexibility in other recipes too.

That's true.
And especially as they semi-regularly cull items they dont need to worry too much about item bloat with recipies.
Fishing may be the thing where they have to start taking a look at it though, though I agree with you that this may not be the solution we see.
Hm? Since when do they cull items? The only 3 examples I can think of are old tomestone gear being augmented by default, collectables, and Ishgard stages. All of which were just this expac, and were related to systems-level changes.
