Seems rather disingenuous to cut off the latter part of the answer where he says:

We'll make more things compatible over time, bit by bit, but they won't be compatible at launch.

'We'll make more things compatible over time' is pretty damn far from never.

Even if you consider that commitment fulfilled by what some of the devs achieved in their spare time, the quoted answer still doesn't support the claim that they said they'd never get headgear.

"More compatible" is not the same as "fully compatible" and given that they specifically said it's about the head shapes, that sounds like a permanent issue - particularly that they said "Viera ears would've had to be moved down to where Miqo'te ears are" to make them work.

Given that they have not made (and are highly unlikely to make in future) this alteration to Viera design, the incompatibility is not resolved. Wherever the exact issue lies, in their current state they will not be getting hats.
