A: It won't be displayed, because those face parts wouldn't work in FFXIV's system if headgear were involved.
They said the face parts will not work with headgear. It's not just a backwards compatibility issue.

Maybe there are mods that can do it, but perhaps there are other difficulties at a system level - or why would they deliberately hobble themselves with refusing to use that method when they know people want it?
