Huh? The flow is...Adding dancer as a physical ranged DPS balanced the physical options vs the magical options in the whole ranged DPS bracket.
I also think people have probably been overestimating how much they care about maintaining some perfect balance between options in the roles, otherwise we'd have had a new healer added sooner.

Given that, it seems like there's kinda a rule that you don't get a new job for a role in the expac directly after that role received one.
It's also not unreasonable to expect that they will keep putting out at least one dps per expac, so the only real earlier point we could have gotten a new healer (without doubling up releases) would have been in 5.0 instead of GUN but that'd just flip things and 6.0 would be the earliest for them to be 4/4 either way.
And the one is holding a scythe and they are based off the furies that usher souls into the underworld. With Dark Fae being brought up multiple times in Children of Bodom music, I'd say the shirts more than match this exact theory.
Much like Bugs Bunny, I hope these shirts hint at a possible skeleton player race.

Your conclusion regarding 5.0 looks inaccurate. Releasing DNC over a healer at that point actually supports there being a goal for equivalent numbers between the different roles. Physical Ranged had the lowest number of jobs available at the time, so they brought it up to three while bumping tanks up to four otherwise Physical Ranged would have been even further behind. If the goal were to balance to melee vs ranged, as some argue is the case, it would have made more sense to release Sage at that point instead which would have kept the melee vs ranged dps numbers closer.
For the last two lines. Given the comments in the Endwalker interview, it could just be that the reason we didn't get a caster was just so they could do something for the complaints about maiming gear being just DRG at 6.0 rather than waiting til 7.0.
A goal of balancing the numbers per role and melee being the next role aren't actually mutually exclusive. Either Melee or Caster needed to be skipped for 6.0 and, at this point, it could be as minor as just swapping those around to address the maiming thing.
Barring actual comments to the contrary, even a consecutive melee dps release to also address scouting at 7.0 wouldn't inherently negate a goal of balancing the numbers given you could just arrange the release schedule such that melee jobs get added at a slower pace until the other roles catch up.
Time will tell, and maybe there'll be more comments in the future that clarify things. For all we know right now we could be getting something like... magical melee might be a thing with one or two of the melees reassigned there or they might have decided conflating role with range, damage type, greediness vs support, etc doesn't work as you create more job so they've come up with something different. Or some other announcement that could similarly significantly shift expectations.
