What's confusing about it? There is a lot of solo content in this game already, with the advent of trust nearly the whole MSQ is solo content (if one wanted it that way). Beast tribes is an entirely solo content. The game is still online with other players and this is only a fraction of the game world.
There are of course contents certain people will like and others not.. Like when they add ultimate, or heck even savage, only a fraction of the player base actually does that content. Different folks different strokes. Naturally this is why SE is always going to have someone be upset lol... Someone is not winning the 'content pipeline'.
There is a sizeable population that want peaceful, and or solo driven, content even though it is an mmo. It may seem strange to the social butterfly or to the hardcore / determined players, but then at least it should be reasonable to point out that there is a lot of content options for that already so it's clearly a thing SE goes out of their way for those types of players to enjoy (like ultimate being made for nearly literally .01% of the population). It's why when I talk about PF focused limited job I don't really dissuade that idea just express my unhappiness that it had to be blue or that I don't think it was made that well (although I want to give credit that 60 - 70 era released spells are much higher quality, if they tightened up 1 to 50 I think I'd change my tune a little).

Although I’m sure many people will like this content, I can’t see spending time in this, it just seems like an AFK area, or a gimmicky type content. I would have like something like Besieged content from FFXI. Is what it is though.
I feel that would make a decent FC content. In 1.0 players defended hamlets from attacks which involved coordination across multiple job types. I can imagine FCs making a hamlet (low on memory cost activity, since it's like "what is in this slot? Blacksmith? oki!") and then getting to defend that hamlet from monsters and even other players. (optionally pvp content). Adding "assaults" like in FFXI where you took the fight to their door. So you might go into enemy beast tribe strongholds.
Gives FCs a bit of something to do. If the FC wants to ignore the content but keep the hamlet features maybe there is a scaling cost to hire a city (or other reputation group you earned) to protect it for you. Cost scaling in the sense that it wont punish small groups nor be nothing to big active groups, part of it may be your total keep of seals and another perhaps how upgraded the area is (like if it's a tiny hamlet with barely any features then not many monsters attack it, cause.. low value). PvP part should always be optional fun though. Even if you didn't defend it perhaps the cost is just having to run around and use some basic, cheap like, materials to repair everything (which might take some time but isn't going to destroy your FC), hiring protection just means you'll never be attacked and can effectively ignore that content type.

I did not play 1.0 but I have played since beta on 2.0 and I can say at minimum I am absolutely saddened by the lack of attention to FC’s. With this being an MMO, I would have expected more attention pushed out on actually persuading folks to want to be apart of a community like an FC. Instead we have gotten a company workshop, exploratory missions which were cool until they destroyed diadem, now you just send your ships out with little benefit for upgrading them, and most recently ranks increased...I would totally be onboard for something like you described for FC’s.
