I'm hoping it kills the need for houses for gardening purposes. If people no longer need houses for gardening I suspect that some players hording houses for that purpose may get rid of all their excess houses.

Sure some might keep those excess houses, but not having as much control over garden production will severally tank their monetary gains unlike with how owning an entire division currently gives them a significant percentage of a world's limited gardening production. If each player gets say 6 8 slot garden plots on the farm having an alt with an empty small house with 1 8 slot garden that you need to ensure that you enter once every 45 days isn't that much of a production gain compared to just having the alts hang out on their personal farms.
