Castrum is running on all cylinders now that people have to do it to get to the next step for the relic. What happened previously doesn't matter at this point.

For the next month or two sure, but once the initial rush is over it'll be back to being dead since most people who want the relic won't have it held hostage by needing to clear the raids.

Exactly. Without the resistance weapon, it died off quickly. Instead of making it appealing to the people who enjoy that content by addressing their concerns, they just shovel other players into it to make it live again for a bit. And then will make zero improvements once it dies again.
