Only after Savage Blade and and pop FoF below half way left to Goring, then stall 1 Atonement for Goring then finish the last Atonement.
2.42-2.40 you pop it before Savage Blade below half the GCD left after Fast Blade.
2.41-2.40 you can get away with using all 3 atonements then Goring.

Standard opener is Fast Blade > Fight or Flight > Riot* Blade > Goring Blade >FB > RB > Royal Authority > Atonement x3 > FB > RB > Goring Blade> Requiscat> Holy Spirit x4 > Confiteor regardless of stated Sks tiers. You can use Circle of Scorn before Fight or Flight as a means to better time FoF so you can get all 11 GCDs under FoF, and CoS will be off cool down before FoF wears off.

What you can do is Atonement shift, where you hold a Sword Oath stack and refresh Goring Blade and immediately use the last Atonement, RA combo, Atonement x2, Goring Blade combo, and Atonement, to gain 4 Atonement under Fight or Flight. You only do this after your first Requiscat window.

I know but after the 1st rotation you have to stick with skipping 1 Atonement and return to it after Goring. Savage fights are based 2.43 GCDs this tier, Goring will drop off with a 2.43 GCD sticking to the regular and FoF must be popped after Riot Blade if you do intend to 2.43. Feeding Riot Blade FoF and the final Atonement, or Goring will not receive it using 2.43, I tested this enough times.

As you said starting a fight that's correct it's regular rotation, after that you will always stall 1 Atonement.

hmm only fight that requires 2.43 specifically is e11s and Oracle of Darkness, the rest do not require that specific GCD tier.

Also, no point going through min maxing lvl 80 when the OP is still levelling.
