Don't take that as a fact until it is. Yoshida has been clear in writing that it may never be able to happen, even if they want to.
You can be hopeful that it might come someday, but don't keep expecting it around the next bend.
They'll do something since not doing anything will lead to major backlash yoshida will want to avoid. They are signs something is happening with hrothgar as the npcs in bozja get to have hair/face combos that aren't allowed to the player.
Yoshida's habit of hiding backlash through giving a consolation and ignoring concerns rather than addressing the problems point to something along that line. He's also been known to be incorrect, or have his own team go behind his back for things
You may draw your own conclusions given what evidence we have. I personally expect that something about the in beta races will happen, but whatever it is, it won't be completing them
I wouldn't take that as a guarantee of anything. Yugiri has had a face/horn combo unavailable to players since she was first unmasked back in 2.55.
Remember that, due to COVID, there's no Fanfests -- so everything is probably getting put into this one, including new jobs, etc.seems we will be getting an annoucement showcase early feb.

any chances it will have expansion/job details since by now we should have had at least 1 fan fest and are behind on details only 1 patch left for the expansion and we have had no details on 6.0 at all.

Hopefully they really do give us a decent amount of info though. 1 fanfest would be nice, 2 fanfest worth be amazing, 1/2 or less of a fanfest would be a little "aww shucks" (not that I'd riot but not really enough to launch the hype train unless it's one crazy piece of 1/2 lol).
Yoshida is always pretty careful with the way he words things; barring mis-translations, so if he said its a significant amount of information, then he more or less meant just that. He's one of the few trustworthy producers left in Square Enix nowadays imo, so I think in this respect we can safely assume there will be more to digest than we'd get during an average fanfest. Perhaps not too terribly much, but being told to expect more and have high expectations isn't something he'd say lightly, as he's even told us to temper our expectations in the past; with good reason.

They have a new expansion to hype up and that is inherently big. Anyone convincing themselves (or others) that this must involve that thing they've been asking for ages is setting themselves up for disappointment.
Expect a trailer and expansion into. Be pleasantly surprised by anything beyond that.
Then why did you put "character creation updates for the missing genders" on your list of "safely guaranteeable" things to be announced?
As Mollusk pointed out, the game developers can do stuff with the characters that we simply don't have access to. They can add custom faces or hairstyles that aren't in the list.
As for "they must do it to avoid backlash because they don't want that"? They get backlash constantly for all kinds of things. They've weathered the response over Hrothgar and Viera working as advertised for ages, regardless of whether they should have done it or not. (And it should be pointed out that advertisement talked up the great and unique ways they would be customisable instead.)
There is no guarantee that they will act just to avoid backlash because it already happened, and they have not yet acted.
