Femroe are just plain ugly, but males are also fairly unpopular, if I remember correctly. Male hrothgar did overtake them. Elezen I think would be A LOT more popular if they had better proportions, more attractive faces, and less stiff animations - animations can play a big role. Highlander females, I think you are absolutely right, midlanders just look better, even if they look plain.

There are more roegadyn males overall but in active players male hrotgar do surpass them. Personally, I massively disagree that femroes are ugly, and in my opinion they need nothing but better animations to be a really well done race. I trust female hrotgar may offer a similar body type to both roegadyn females and higlanders while adding the bestial elements and hopefull better more polished/detailed animations
