Not always. You can end up in there if you got into a spat with someone who was trolling or being ignorant, and you may have said something you shouldn't have in defense of yourself or someone else, and they decided to report you instead. In those cases they usually just review what happened with you, tell you to just report and don't do that, slap on the wrist, and let you go.
