I think you kinda missed the point on Emet. All of Shadowbringers he was like "I like to watch" and "I just want to observe" but the whole time he had plan. Emet is only hands off in the sense that he did the plotting behind your back.The Ascians have not been doing much. All Emet did was give people with an inferiority complex a weapon and they ran with with. Emet says himself that his MO is to just give the people the tools to make their own chaos. He was very hands off. The Garlean people are the racist, counqoer race because of how they were treated and pushed from theri homes. They got a weapon that could compete with magic and then ran with it. The only other thing Emet did was say primals are bad.
I think you missed the point. The man said himself. He just sows the seeds and lets people do what they want he doesn't interfere directly unless needed. He was also very open about his plotting, just the fact that he was doing it not what his plan was though.
@above Gaius was in control of Ala Mhigo the entire time until ARR. Nael simply had the lead on the second invasion after the battle of Slivertear. She wasn't in control of the city.

If Emet was just sowing the seeds he would have left us alone on the first instead of following us around, encouraging us to absorb the light of light wardens to become a light warden ourselves. Why even reveal Amaurot? Or the information about Hydaelyn and Zodiark being primals? He was interfering directly, under the "guise" of he's not, so as to get his rejoining.I think you missed the point. The man said himself. That's literally a case of "don't tell me what to do I'm already doing it" though. If he was so dead-set on interfering directly he could have just possessed Varis and ordered the deployment of Black Rose himself, but he didn't. For every Calamity we know the events of the Ascians primarily just seem to set up dominos then let them fall, the one who seems to have had no problems getting directly involved was Lahabrea. Regarding Emet manipulating us into absorbing the Lightwardens... I think it is mentioned that for a Rejoining to happen, both worlds would have to be on a brink a catastrophe. Depending on when exactly he found out about WoL's arrival, it could be a case of "Imma just let the WoL absorb the Lightwardens and encourage them further, both bring a Calamity and get rid of a threat". And then there are tempering and unresolved feelings towards Azem, which even further further complicates his feelings towards us. He was set on following through with his mission... But there was also a part of him that wanted for us to succeed, to prove him wrong that there is worth in modern humanity after all, with us reminding him of Azem. Which is yet another reason for him to not be as active as it could be. At his core, Emet is a character largely driven by grief, he very often acts on it, in a variety of ways( further illustrated in Through His Eyes).
As for Lahabrea's direct intervention and the disapproval of the other Unsundered regarding it... I think it says something about the Ascians on magical level, alongside with Lahabrea being reckless and leaving traces of his involvement. Emet says in a ShB dialogue if you click on him at one point that most Ascians tend to stick to one body and Lahabrea exhausted himself by constantly hopping. Also, he says that Varis killing his body is a waste of energy for him, which implies possession/ sustainment of certain bodies could be tiring to the Ascians similarly to how mortals can deplete their aether while spellcasting if they use it from their own reserves.
