Anything else aside... if you have someone who refuses to participate and is upset that people won't give them a free carry, and that person refuses to leave (because they don't want to take the 30 minute penalty), I'm not sure that the 'abuse' condition you describe is any worse than all the current possibilities.

Under this scenario, they can try a vote abandon and if it doesn't pass, they can leave without a penalty to try another party, yes. But even right now, the group could kick them, which means they're out without the 30 minute penalty and can leave to try another party (so, functionally the same thing). Or the other people could leave in frustration (so someone else takes the 30 minute penalty). Or the vote abandon could pass anyway, thus releasing everyone.

Or the group can sit there doing nothing because they won't go for a clear with someone who openly wants a carry, in which case everyone spends maybe 30 minutes hanging around doing nothing anyway, holding each other hostage in the duty.

I don't know that I entirely like the proposed idea, since I think it basically negates the 30 minute penalty entirely; anyone who wanted to bail mid-duty on anything for any reason could just pop Vote Abandon and then escape. And at that point, you might as well not have the 30 minute penalty at all. But I'm not convinced the 'abuse' condition for it in the situation you describe is really any worse than the existing possible outcomes there.

Exactly. That person won't be able to just leave and try another party without incident or he'll get a half hour lock out.

BUT! If he trolls the hell out of you, pulls early, does nothing and eventually gets KICKED, he's free to go AND he's made your party all the worse to save himself the half hour! TDB is COMPLETELY right! Don't let them leave without making your life miserable first.

This was already discussed above. I had the wrong assumption of how vote kick and the penalty relate to each other.
