You can still release the new gear and not need to release an entire new set of tomestones. I mean, worst case the player hoards 2000 and can buy a few pieces for one job. Just make all current expansion gear decrease in tomestone price as the expansion cycle goes on.

Horizontal progression tends to mean holding on to more gears, so I prefer vertical progression.
To each their own. As is, I've capped out on this expansion for the most part with little really to do. I could get better gear, but I can already complete all the content I want to do with what I have with friends of similar iLVL, so it's not really a useful investment in time to get better gear that'll just get outclassed in a month or three. With horizontal I could at least get some gear sets for wild shenanigans. Completely different game, but as an example I took a lot of time building up my WHM in FFXI to get be a dual-wielding tanky-haste-nightmare that I could solo a lot of things with. Not necessary for content, but it was something fun to work towards.

Because augmented tomestone gears are near equivalent to Savage gears.
I still don't see why the very first dungeon in the next expansion can't be equal to endgame raid gear of the previous expansion; It's effectively pointless gear as soon as the expansion drops.
