At the very least, that is not what the OP asked for. The OP wants for gear, especially gear from high end content, to be able to make them feel powerful.

Therefore,

Most active players and savage raiders tend to be overgeared for everything outside Savage/Ultimate in odd numbered patches while quickly outgearing everything but Savage/Ultimate in even numbered patches.
That would be the ideal situation for the OP.
