That kind of behavior is not unusual and there are ways that businesses and organizations deal with people like that. Ever hear of the boy who cried wolf? I wouldn't be surprised if OP's reports are just straight up ignored at this point. The thing about being in a support role is that the people resolving the issues are only human. There's only so much Karen-ing a person can take.If I was SE support and received 100 reports of "stalking" from one person, with no proof or evidence (as if there was the person would have been banned instantly, no questions asked. For someone to be stalked there needs to be a direct or indirect threat of harm to the person, which would have been picked up and banned instantly by SE), I'd think that the person making all these reports was the actual perpetrator of the harassment. Adding that person also floods forums and social media sites that the other person is likely to inhabit, kinda seems like a further intimidation tactic.

I made a ticket and have contacted SE personally. Unfortunately, their response was that only GM's can take action regarding in-game content. I have every intention to continue to post here and in other forums all over the internet until SE takes notice of this issue of stalking and harassment amongst players.
I experienced this kind of thing on WOW, although the interface of this game is well done, it doesn't prevent the freaks from harassing people. (On WOW, we blacklist a player, it removes him from our list of friends on both sides).
Some are just smart and cunning enough not to break the rules of a charter, enough to be banned.
The GMs only have a predefined discourse which consists in telling you that they are sorry that it happened to us, and that they can only advise to blacklist the person
It's like seeing a response from GMs on a technical problem that are often obvious and they just ask for a complete checklist from your PC.
The same problem exists for the Eternal Bond, you give back the ring, but if the other one keeps it, he will be able to TP himself on you, when he wants, unless you are in an area where it can't be done.
The Internet is full of freaks, and they're smart enough to stay within the rules of a charter.
Some people just love to play the role of victim. I think the real victims in this story are the good people who work the queues and resolve our tickets. Imagine, with everything going on with the pandemic to have deal with ceaseless spamming. That the support team didn't tell the spammer off just shows how classy Square Enix is, because I know I would have been less than polite after the 50th report.

If we had a really working ignore list, we wouldn't have to cry the wolves. GM can't offer anything because this "black list", even on forums, doesn't really work. So I feel sorry for both sides. Players who are forced to write reports, instead of simply excluding the player from their game life by blocking any contacts. And GMs, who, in fact, can only advise to add harasser a non-working black list.
The blacklist works just fine. If I blacklist you in game I never have to hear from you again. You probably haven't played any other games where adding to the blacklist removes you from someones friends list bilaterally and prevents meeting in any game activity, including the ability to enter the house of a player who is ignoring you. This is just fine, not what you see in this game.
Who care if you can see some else's avatar??? They have no contact with you. At some point people need to put on their big boy pants and just learn to deal. I could see if there was body blocking or if they in any way impacted your gameplay by just standing there, but that is not the case. I'm gonna give you some advice my mom gave me when I was 5 and I kept getting triggered because my brother kept looking at me.. Have you encountered personal trolling in raids and dungeons yet? Have you ever deleted many pages of spam in the guestbook at home? Then you are very lucky.
