That kind of behavior is not unusual and there are ways that businesses and organizations deal with people like that. Ever hear of the boy who cried wolf? I wouldn't be surprised if OP's reports are just straight up ignored at this point. The thing about being in a support role is that the people resolving the issues are only human. There's only so much Karen-ing a person can take.
