It's called 'Repose', and every healer gets it at level 8. Unfortunately, your target wakes up if somebody attacks the sleeper. In this modern age of "Tank everything to the gate", that means it is fairly useless.

Just like Fluid Aura, Repose and Sleep are intended to be low level survival skills. For solo play.
