Ok my mistake because I never use horoscope without proccing it so that effect entirely went under my radar.

With that said I think Plenary should have the exact same stipulation once it expires, flat out Ast didn't need that for Horoscope it needed the if procc auto go off, but definitely not another free ogcd heal that they could make more powerful.

A change like that starts to really highlight how much they care about healer balance.
