So all you have to do is queue specifically for the raid you want, and you won't have to worried about this glitch.
That doesn't fix the "roulette" only giving 3 of the potential raids the vast majority of the time.
People aren't generally complaining about not getting Orbonne because they want something from it, they're complaining about only getting the absolute oldest and most boring of the potential results.

This person prefers other later 24 man raids instead of the most commonly queued one which is LOTA. The solution would be to just queue for the raid you want. It just seems silly to queue 24 man alliance roulette knowing the most common one is LOTA and then complain when you get it. When I queue for a roulette I understand the instances will be randomly chosen for me based on everyone else queueing so I don't complain. Also, SE makes it very easy for people who don't get the instance they prefer. No one is forcing you to stay and complete the instance. You are allowed to leave, you just have to take the 30 minute penalty. So if you hate LOTA so much, there's always that option as well.

If I read the original poster's objection right, the issue they're talking about isn't Crystal Tower specifically, but rather Crystal Tower to the exclusion of other duties. Right now, the ilevel cheesing and whatnot means people rarely get the later raids even when they'd be eligible, and those raids need people. Arguably, the fact that many people are only eligible for the Crystal Tower raids means the people who are eligible for the later ones are even more needed to fill the later content, because there are fewer of them available overall.
When folks try to queue up deliberately for the Ivalice raids—whether because they like them, or because they need to do them for the Resistance/Bozja storyline—and end up having to wait in queue for an hour or more... well, that's the exact situation roulettes are meant to address. And the fact that they're not addressing it right now does mean you could argue that some changes might be beneficial.
Sure, even if you fixed it, people would most often get Crystal Tower, because—as was noted—many people do alliance raid for XP while leveling, or players only unlock Crystal Tower (since it's now story-mandatory) and never unlock the others. But where it would change things is that the people who were queuing for the other alliance raids wouldn't have queues of an hour or more.
And I think that's the part they meant when they talked about people cheesing the roulette for 'efficiency' being detrimental to other players.
Sure, it's easy to say "just queue for the other raids if you like them", but it's hard to do actually do that if the queue never pops.

When does the queue never pop? I've never had an issue with queueing for a specific 24 man. I did it today and it popped after less than 30 minutes.
I recently went through the Mhach series and the Ivalice raids on an alt. The Ivalice raids weren't so bad but the Mhach raids on average took two hours to pop each, with Void Ark being the worst in terms of time spent in queue. Ivalice took anywhere from 15-45 minutes.
There is unfortunately no good way to fix this issue. I started playing this game last year and got bored with the ARR storyline so I ended up playing a ton of PvP. I got my initial class/job to level 70+ by playing PvP so much by the time I was entering HW. However, I obviously didn't have good gear because I was still stuck in the earlier part of the MSQ and hadn't unlocked content where better gear would drop (and didn't have the money to buy better equipment). When I did Alliance Raid Roulettes, it probably looked like I had "geared down" before queuing and just forgot to change into better gear before clicking "Commence." In any event, the solutions suggested thus far in this thread would probably have prevented people like myself from joining up for Alliance Raid Roulette.
Thinking about this and reading some of the people who do this, I don’t think I actually want these kinda people in my copied factory runs, I doubt they’re very good xD
It's kinda laughable, I doubt they can handle endgame content if they're so afraid of the chance of failure.
I'd personally advise being skilled players yourselves before insinuating skill levels based on others' actions.
The issue is not difficulty. It is efficiency. At the current moment, the rewards for running ARR trails leads to a much higher EXP/hr rate compared to any other alliance raids. So long as this is true, players will continue to use the system to their advantage. It's something Square shall need to fix via better exp incentives.
