Theres no gatekeeping here, it's just asking people to play the game they sub to... or not, but then also not get a free handout of exp/tomes/whatever.
I believe I mentioned it in my last post. When it comes to exp rewards, a player shouldn't all of a sudden get denied access to a roulette because they hit level 60/70/etc. That is the impression I got from the poster I quoted. That feels like I am being punished for getting to previous level caps.

I do try to be open to suggestions, but feel compelled to mention when they might have a negative impact on the game. In this case, I feel it would almost be better to sync a fresh 50/60/70 up to the ilv required to go into the last AR of that level cap instead of shutting them out of the roulette entirely. This will at least open up the roulette to all three ARs appropriate to their level. It's not a free hand out when the player can find themselves in a raid that takes longer to clear.
