Ilv cheese isn't really the problem. A player can do that to ensure they get a CT raid instead of leaving it to chance that at least one player is below 60, but because this roulette rewards exp, it is almost guaranteed that you will not get the most recent ARs. Oddly enough, every time I say this I get tossed into Copied Factory or Orbonne the next time I use the roulette. Joking aside, based on observation alone it does seem that those needing tomes and those needing exp are split pretty evenly, and the roulette is working as intended. Because of that, I don't see the devs changing anything.

As with dungeons, there are multiple camps so there is next nothing they can do to please everyone. There is my previous suggestion where they toss the most recent ARs into its own roulette. However, if this idea was brought up by someone in the dev team, I am guessing it was/would be shut down because there just aren't enough ARs released in a given expansion.

Going back to your suggestion, I think it sets a bad precedent to prevent access to the roulette after previously having access to it. I think this only works with Expert roulette due to the nature of it being max level content.
