Catch up for what? These guys will never step inside a savage raid so why give them 500 gear?

This isn't complicated. This is basic design philosophy with respect to modern MMORPGs.
Yeah, the financial reasons are obvious of course. Non-raiders are the majority in this game. Obvious they pay subs so SE wants to give them welfare gear now and then to keep them happy. I get that. Better gear will always be useful for any and all max level duties that do not have item level sync.
That said, there is already augmented tomestone gear in FFXIV, so not having the actual savage raid gear is not really a big deal either way outside of wanting a dyeable version for glamour.



The best part of the "welfare gear" comment comes from the fact that the upgrades to said gear are in the raids LOLBetter gear will always be useful for any and all max level duties that do not have item level sync.
