Both situations were bad. Initially the issue was the housing content SE created wasn't being used much due to players being unable to meet prerequisites. So they changed some things to make it more accessible and now we have a situation that there isn't enough room for everyone to experience the content.
While that sounds cool I think we would have encountered the issues with availability we have today so it wouldn't have been any better in terms of accessibility.
Really the biggest mistake was not making housing completely instanced. Without that whatever route SE chose to do would result in many unhappy players.
On the surface, yes, in practice, no. When new housing wards appear, an active FC with many members and offering events who exists in a small is made unable to upgrade because the new player/fc has priority. It is incredibly simple to create an FC and park three of your closest bots/friends in it. This suggestion would feed RMT and make the current situation worse. I do understand your intent, you want to give an opportunity to legitimate players who do not have...
If SE truly wants to get rid of RMT and scalping as well as offering the ability to new players the *only* solution which works is to have the system be scalable. Wards should be available on demand. Smalls will sell for market value because there is no incentive otherwise, though some in certain locations (Mist Beachfront for example), might yield a bit of a premium. Mediums and Larges, because of relative rarity, would sell on the player market for more...but prices wouldn't climb as high.

Are you saying it does currently require 4 active accounts? I heard it was only members and that was just to buy. I ask because one of my alts is in an abandoned FC with a house, so it's technically my house for now, not that I can use it on my main or even those I consider my primary alts. How do they define "active accounts"? Just paid for? The last person to login besides me was a month ago. Might be interesting to see what happens.

There is no requirement for FCs to maintain 4 account accounts to purchase or retain housing.
There is only a requirement for FCs to have 4 members to purchase housing. None of them need to be active other than the player that is going to make the purchase.
There are loopholes within loopholes in the FC system that allow a single player to abuse the system to get more than is intended after a little initial help from other players to get the FC registered.
Unpopular opinion but if they are simply not going to do instanced housing, lock all future house sales to FCs only. No more individual houses.
Also, implement minimum number of active ACCOUNTS to keep the house...I think 4 isn’t unreasonable.
Actually you could by inviting someone and giving them permission to invite players then ask them to invite your main. Then hop on your alt and pass lead from it too your main. They did the whole FC only thing during the last set of wards they added. Result a good amount of plots mostly smalls sat empty cause of FC's wanting only Medium or large houses. Any FC that had the rank and gil back at the time to get a house and didnt has no room to complain now.

My main is on a different data center. I don't wanna screw over an FC I was randomly invited to on an alt. Maybe after a couple more months I'll abandon it or give it away.

I was in Tonberry like..an hour after launch and there were only a handful of S houses left..maybe 3 or 4 per city. That’s fine, but I wish there were more requirements to having a large house or medium house, such as say, at least 2 accounts (not characters/alts) for small, 6 for medium and 10 for large...with said accounts logging in at least once per month to stop demolition timer.
I’ve said it before on other threads, but my FC of 6 really only has 2 really active members now with 3 weekly appearances and two once-a-month pop ins... but everyone has at least one house that we really don’t NEED, but are not willing to give up randomly. This includes 2 Larges.
Would give it up for instanced in a heartbeat.
