Wasn't there something about the license they had to use the GARO stuff running out?

I'm taking Lore way too seriously. And I'm not sorry about that.
It's not that I don't understand this. It's just that the way it went down for me was extremely frustrating and I need to vent about it.
Then when I do vent about it, people tell me to shut up. >_>
You couched your "venting" in the form of a demand for the return of an event that lasted more than an expansion because of another much shorter event returned. It is no surprise that you get negative responses.
Because everyone's disappointed. I would love for it to come back so I can collect pieces I missed on alts. Or just so I can wear it around without feeling a little guilty that new people will see it and discover that they can't get it.
If you said "I wish we could get the GARO event back" I'd say "yes I agree, those costumes were amazing and it's a shame we lost them".
If you say "give me back this event you screwed me out of" I say you're being rude and demanding over something that they don't even have the power to grant if you asked nicely.
It's all in how you frame it.

The Glamour Effect: That awkward moment when you realize you know FFXIV's gear pieces better than your own wardrobe X'D
If it had gone down for you the way it went down for me, you'd use the word "screwed" too.Because everyone's disappointed. I would love for it to come back so I can collect pieces I missed on alts. This forum is more concerned with shaming and tone policing than actual issues.
...I wouldnt call a crossover-promotion event ending (and the contract not being re-negotiated) an "issue", per se.
And if you want to consider it an issue, the logical fix for this would be: No more crossover events that cant stay forever. So no GARO. At all. Since they cant turn back the clock, the fix for you would be to pretend that it was never in the game in the first place.
Its within the nature of such crossover events that they involve a certain contract - its not enterily up to SE or the devs to bring such an event back. So the only solution would be to not have such crossovers in the first place (I'm sure a lot of people would even be very happy with that - having FFXIV stay more "pure" and "original").
