Not actually an explanation for us
Azem was our past presundered self and we are currently 9/14, we only gained the ability to call forth allies with the fight with Elidibus after getting the Azem memory stone, at no other point have we demonstrated such a power of calling, they are just there and poof not, no NPC comments on the spontaneous allies coming and going when by all accounts we are alone, Final Steps had Hresvelgr watching, you'd think he comment on such a power at least once.
I think our power to call forth allies from nowhere from this point can be explained away by the Azem stone etc but prior to that, nope not going to fly, when it is clear we are alone and the only possible beings able to be at that point in time right there is us and a few Npcs then that is what happened story wise.
Again everything prior to the Azem memory stone is just story/game segregation but after it is introduced you can feasibly weave it in that you can call 7 other people to your side at any given point.
