No, that is not the reason. The reason why you see people selling FC houses is because you can bypass the random timer. If private housing doesn't have a timer you'll see the same issue with private houses as well.

The only difference is that they are releasing these new wards with immediate availability for everyone. All in all it changes nothing. Same system, different day.

Easy? Not always. Doable for most people? Very much so. They just need to know how. Making gil isn't hard, just time consuming.
