I think the simple fix is to limit housing to free company. Stick individuals to FC rooms and apartments, but add room for garden plots and one chocobo stable to apartments, and maybe enlarge the size of apartments/FC rooms a bit.

And everyone and their mothers would just create their own FC, level it up and get a house, solving absolutely nothing but making it more of a pain to obtain a house and limit their options besides. This is a terrible idea, and that is a massive understatement.

You really think people would leave their FC and make their own just for a house? I mean, if they're that dedicated, then that's ok. That would still decrease the amount of people needing a house. Right now, everyone could get a house.

Also, by limiting it as an FC housing, they could add a housing tax on FC currency that would require an active FC to maintain the house and remove the need for people to continue logging in to keep the house. This would also make it harder for people who create their own FC just for the house rather than actually making an active FC to maintain the house.
