A 200 XP mob that gave you 50% extra XP from being rested would net you a total of 300. Assuming a rate of 1 mob a minute, that's 18,000 XP, which we're assuming they'll log off after. They don't log in for another week, because they've got a busy schedule
Due to sleep, you'll still have some rested XP when you log in that you'll (again, for demonstrative purposes) run out of in 30 minutes. You'd net 9,000 XP after your log off, but if you play for, say, an hour and a half more you'll come out with 22,500 XP. Due to playing longer, you've pulled in a larger net amount of XP. The next day you pull in 22,500 again, and the day after that for an entire week totalling too 157,500 XP. While the person who only has weekends to play in will pull in a larger amount of XP per logged in hour, they'll be pulling in far, far less in real time. Our first example only pulled in 2,571 XP when averaged out over 7 days. You pulled in almost 10 times that much. This difference will only get larger and larger as you play more hours in a day.
These systems don't encourage one to only level when they've been logged off for awhile, they make sure someone with a busy real life schedule isn't stuck trying to hit max for two years.
