Yes and no. The people fitting head gear onto viera and hrothgar would likely be the same people fitting all new armor designs onto character models.
So while it may not say, delay the design of a new boss fight or story cutscene, it would pull those artists away from other things for new pieces of gear coming out, when they're already behind schedule.
I'm all for them adding more viera/hrothgar head pieces when they have the time, but like with them removing sex restrictions on gear, it's something they need to do at their own pace as they have time, because there's always new armor sets coming to work on they have to keep up with too.

none, because you already paid for shadowbringers and all its patches and you also pay a monthly subscription on top of that which should include any quality of life features such as this
Can't say I know Square's development team composition, but I kinda doubt they have an entirely separate team for just the Viera (who have presumably been twiddling their thumbs since ShB release?). The new patch needs new art as well, including new armor pieces from the new raid and dungeon, so overlap is possible.
I highly doubt a few armor pieces are what is holding the next patch from coming out. How can you assume they HAVE A SEPARATE team just for the Viera. No one demanded a change overnight for the Viera looks. I am 100% sure they can work on it over the course of multiple patches AND NOT DELAY anything. I don't get it why people are getting mad and giving unreasonable reasons why changes should not be done to a specific race. I'm not saying it shouldn't be done. I won't even mind if it delays the next patch or expansion a few weeks or even months; I have heaps of other games I can play while waiting. But programmers and artists need to be paid, so a game development company won't let them just sit idle. If they've completed their tasks for the upcoming patch, they'll likely be fixing issues or doing other improvements. Perhaps Viera headgear can be implemented without delaying any patches, but it'll come out of something. Instead of redesigning all the headgear to fit, just use the existing models for Elezen and let the ears clip through the headgear, or disappear the ears when wearing them. (player choice)
