It's because it would require the sound team to have to specifically code that mount to play that specific track rather than just default to the standard mount theme (The Rider's Boon or Borderless depending if it was classed as a 'flying' mount or not. As it takes extra resources to do this, SE usually are not interested in going back and changing mount music, but it has happened (the magitek armour, the SB Primal mounts). But it is still unlikely.

Also it was my understanding that the Eureka music is from FFXI, which, frankly, does not suit Ozma at all, given Ozma and it's design both came from FFIX, a completely different game.

Wut? dude you go through the whole eureka just to get the ff11 instance and get ozma, just cause it came from 9 doesnt mean it must have ff9 music. Especially since the mount itself on fly/diving mode has a picture of hydatos inside of him.

No but it would be rather poetic if they gave it a rearrangement of "You're Not Alone" from FF9 given how even getting it in the first place is an immense team effort. Though since they /didn't/ do that I'm hoping they're saving that track for another story appropriate time.

Since other mounts do have custom music this should be a trivial task, essentially changing the track id in the mount object's data file. Ideally their content authoring tools should have that capability. Certainly there would be some QA effort as well.

Note that I said "should". I don't know how they coded mount music selection. If they were competent then it's data driven like above. If they took a shortcut there's a hideous switch or if-then-else tree hardcoding each one. While that take slightly more effort to address it would then require a developer to make the change and would have to be distributed as a code patch instead.
