That doesn't really stop them given the lack of need of HQ items overall, and the bots being online 24/7 gathering.
Even if they did not use a single ability, I've seen the same bots constantly gathering (and had friends check as well to see that they never log off) hitting every timed node constantly, they still easily outgenerate any player character in those resources. It does nothing to mitigate them as they can simply make up for it by hitting more nodes than a player possibly can (because we eat and sleep).
Similarly if that was the reason why not force CP regen too for crafters to restrict botting on that? Since those items would be more valuable (given the need to use multiple gathered items) by the same logic you should restrict CP.
