I think 1200 pages should be the goal here.
Except that none of the other races mentioned have an established lore outside of XIV where as Viera do, and in some way the worlds of XIV and Ivalice have a link. It isn't direct, and I'm not saying it necessarily entirely excludes the potential for the existence of male Viera all on it's own, but to compare the lore around miqo and Viera as equivalent is clearly not a valid direct comparison in any way.The whole argument based around lore has always been & ever will be weak.
Fantasia can alter our characters very genetic structure, not to mention how no one ever makes comment to the player character race. By and far character race should never be limited by the constraints of lore, simply because it hasn't been since the beginning.
Elezen were given no better treatment in Heavensward over any Aura, Highlanders didn't get anything from Stormblood (hell were were more or less forgotten in favor of Doma & Othard...). As many have said, Miqo'te already prove how little lore is valued in regards to the player characters race, being a carbon copy of the excuse used by both for their exclusion in the world proper. Citing lore now as justification for Male Viera exclusion is just lazy & just as shallow.
Even if Ivalice and VIX where truly directly linked, circumstances change and lore is not written stone, the world of XIV is growing and changing so I can easily see male Veria coming out of the woods. I like other people said, the player character is not effected by the lore anyway.
If it was a single player game the idea of the player being independent from lore would hold more water, but since we're all basically NPCs in each other's worlds I'd say it's basically a non-starter. We have established lore for viera outside of this game. SE isn't going to break that just for erp fodder and I'm glad for it.

Other PCs may as well be Default Male Midlanders since the game never treats them as anything, and the handful of times when other adventurers are even mentioned it's mostly tongue-in-cheek from the EN localization team, as those references aren't in the JP version.
Male Viera exist in this game, Male Viera are mentioned several times in this game (as are Female Hrothgar, even more than M!Viera), for the missing genders to become playable it wouldn't actually break any lore rules unless an avalanche of NPCs showed up, and even if/when those NPCs show up they'll more than likely offer some Lore Excuse as to how they're suddenly there (e.g. Queen Gunhildr, a random Viera needing assistance, what have you).
Also, I know this is petty but the "erp fodder" comment is rich coming from someone with THE more popular race/gender combo for erp.
You don't get to decide that lore from this game is somehow entirely separate from other entries in the franchise. I get that that suits your narrative and all but it doesn't make it so. Even the lore in game states male Viera aren't commonly found amongst the rest of society. Whether the people running around you in town are recognized by the quests you complete is entirely moot as well. They don't need to be, they're very clearly there.
I'm not interested in lore excuses. There's no reason to need to make an excuse, we don't need more resources wasted on content that's entirely cosmetic and adds nothing to gameplay. Thanks to corona we aren't even getting our normal patches on time, if you think the devs are going to be surprising everyone with a new race (which is what it'd be at this point functionally if not in name) then I've got this awesome bridge I'm selling that you might also be interested in. There's an NPC in the game who says male Viera exist, though (an NPC who is totally not the in-game version of Yasumi Matsuno)... also the Ivalice in XIV and Ivalice in XII and Tactics are two completely different Ivalices. Before I was against the addition of Viera at all, but since I got Hrothgar (and love them btw. They're so adorable and expressive), I'm all for the addition of the missing genders of both races. The sudden appearance of female Hrothgar and male Viera will make as much sense as the sudden appearance of male Hrothgar, Au Ra and female Viera dancing around Limsa currently.

There is no lore in Final Fantasy 12, Tactics Advance, or Tactics A2 that states that Viera are a female-exclusive race. Tactics Advance and Tactics A2 are particularly weird in how they handle gender: All Humes are male with the sole exceptions of A2's Adelle and Frimelda. Ritz from the first game and Penelo from the second game are actually coded as Viera, not Humes. This can get somewhat confusing with some Hume classes, as their portrait art varies between "young boyish" to "feminine". All Moogles are also male, as are all Seeq, Bangaa, and Nu Mou. This can also get confusing in Tactics A2—there's a battle in which the Law prevents you from attacking enemies of the opposite gender, and the boss is a very effeminate Bangaa. But he's not a woman, he's a crossdresser. All Viera and Gria are female because they're cute monster girls, not because of some deepest lore reason.
As for 12, from what I recall there is actual mention of male Viera living in separate villages from the females—we only visit Eruyt Village and Viera who leave the jungle are exceptionally rare, which is why we never see males.
