Because paying money doesn't solve the issue of how it's "taxing the system". You're talking about information that needs to be communicated between the server and your client every time you open up the glamour interface. The more information getting shared, the longer things take to load.

Right now the load delay almost isn't noticeable because it's only information for 15 plates (usually it's only noticeable if I'm standing in a housing ward when I go to change my glamour). Imagine how much worse it would be with 10 times that number of plates.

What would be nice is if a copy of our glamour plates could be saved to our local clients once edits are confirmed in an inn room at the glamour dresser. That could potentially open the door to more plates (you'd only get the additional load lag if you're in the inn room, not a big deal). That would allow us to select a plate from any location in the game (possibly not instances) since the only communication would be the client notifying the servers what was selected instead of the servers having to send all the options to our client to be chosen. But I imagine that would open the door to other problems, especially if players started modding the saved glamour plates directly on the local client.
