Nothing will ever be "water-tight". Players always manage to find ways to exploit systems to their benefit.RNG ontop of RNG? Doubt anyone will sign up for that. Even if it's considered "fair", the amount of bots at the plots would skew the odds in their favor and, if that change does occur, then the wards will be flooded with bots just to push their % higher and higher, while actual players get closer to 0% chance of getting it.
Every way people have suggested or "requested" changes to the way we buy the houses always have issues that people don't seem to notice, or look in to. When in actuality, we need to make sure the suggestions and recommendations offered are actually water-tight. Otherwise, we'd have nobody to blame but ourselves if the new system gets exploited.
Better for there to be a system that allows everyone to have a house so no one is left out because others choose to exploit.
While you are correct, that doesn't mean we should leave as many holes as possible. Better to make it somewhat hard to exploit the system, rather than easily done to the point of redundancy.
