How about give it to no one instead? It's insane that new players joining the recommended servers over-level their MSQ so damn much, that they're hitting the current level cap while still being in Heavensward and then get confused about gear, job action quests and all other things which are locked behind MSQ progress. Honestly adding XP to the old cap MSQ was already a mistake, "Road to" buffs are just a whole new level of bad progression design.
