That's kind of what I mean too.... they took what worked on monk in 2.0 and tagged in onto black mage in the form of enochian and dragoon in the form of blood of the dragon in 3.0, but made their buffs function better, all the buff potency at just the push of a button, and short enough cooldown on that buff to make phases where you had to disengage or the boss goes untargetable manageable. You see things like this where they take a skill, apply it to other jobs, and then the job that had it first feels lacking, think Divine Veil compared to Dark Missionary, Shake it off, and Heart of Light. Divine Veil can't just be popped off the global cooldown to give everyone that needed shield, you also have to get healed after thats up making it clunkier to use than the other three similar tank skills.
Thing is also that monk also was the trailblazer for job resources like ninki, black/white mana, esprit, kenki, tank gauges, etc with the chakra system. And while the chakra system is fine, it was also capped at the max stacks because in Heavensward that's all you needed. But now it suffers when compared to every other similar system on every other job considering they can bank more resource than needed to use the skill, but monk can not, it must use that resource immediately or risk losing chakra stacks.
So to that end, I feel like for the developers to actually evolve monk, they have to take greased lightning, and change it to function just like the buffs from other jobs. They can have it function like dragoon where you just hit perfect balance to get greased lightning, and then keep doing your rotation to keep it up, or they can split up its two effects and put something like the power up buff on twin snakes and the speed up buff on dragon kick (or whatever other move you want) so that it works like samurai. Once they do that, then I think we'll see the kit evolve more.
Regardless of how they handle things, though, I do think that most of us can agree, the job needs an overhaul.
