Instanced housing wouldn't cause servers to crash anymore than instanced dungeons are causing them to crash from all the players using Trust instead of Duty Finder. That's the advantage of instanced housing - it's only loaded by the servers when players want to enter and it closes when they leave. It's not always loaded the way the wards are.
You aren't placing 400 personal items in an instanced dungeon that needs to be permanently saved. All housing information has to be saved on your character or the server and if suddenly everyone is carrying all this extra data on them 24/7, it's going to tax the servers.
