The other night I got like 4 people in a row who left Prae right at the beginning. It was.. unsettling. Like.. "I thought this was what you people wanted!"

It isn't 'griefing' if someone doesn't want that dungeon and leaves. YOU just think it is because it bothers you. Griefing is repeatedly doing the same thing in order to harass. Not someone going 'ugh, I hate this one' and leaving.
Whether you like it or not, this IS a game and people are SUPPOSED to be having fun. If someone honestly just does not like a dungeon, they are free to leave. If they're the first, it's a penalty. If others go 'I didn't want to, either. Cool.' and jump as well, that's their right. No one is FORCED to run anything. Ever. There is ALREADY a penalty. If they leave, they consider it worth it. Trying to demand they run something they don't want to is wrong. Saying 'I want to punish them MORE' is also wrong. They've already posted in here that upping the punishment is only going to make the people who don't want to do it sit around and demand to be kicked, or sit around and literally do nothing while others finish it. They avoid the new 'harsh penalty' that way. Oh well.
What is in place already is fine. People are locked out for half an hour if they jump ship first on anything. There is zero need to 'punish' people any further than that in a game.

What's in place is only fine if it's successfully stopping people from queuing up for the MSQ dailies and then intentionally screwing over their group. If that's what you want to do then SE doesn't want you queuing at all, and neither does anyone else.
If the punishment in place isn't stopping people from breaking the rules then more punishment is required. That's what it boils down to.
It is not against the rules to leave a dungeon. You just get a penalty time-out so you don't serial-join-leave. THAT would be griefing.
They aren't leaving because they aren't having fun. They want the duty with the higher experience. I've had both tanks and healers leave that duty for which I queued over 45 minutes as a dps. That isn't very cool and it's not a fun issue but one of not being happy with the xp they get from the duty. That's the real issue. As I said in an earlier post I don't see the withdrawals as much now not sure if it's poetics and relic but it was a pretty common thing at one time to have tanks and healers leave.
I got Castum tonight as a level 78 and got 9 million xp. If that was Praetorium it would have been closer to 18 million. The problem is the rewards for both dungeons are too different and should be a bit closer together to avoid people leaving for that reason.

No, griefing doesn't have to be serial. If I intentionally ruin 1 run and then call it a night I'm still griefing the people I ran with. The punishment is a timer only because sometimes ruining a run by disconnecting on your group isn't intentional; but intentionally doing that isn't allowed.
I personally think it should work like fighting games. Every time you disconnect you get a flag, and if you reach a certain % of disconnects your account will be flagged as a quitter. Then in the queue they add the option to filter out quitters and bam, people who regularly bail on their group will have a much harder time finding groups that will run with them.

...yes it is? You can intentionally leave a dungeon and you get a 30min penalty. It is allowed, you just get put in time out. Period. That's all. People can and do leave for ANY reason and it is 'allowed'. Inconvenient to some, sure, but it is still allowed by the game or else the option would not be there. People leave for whatever reason they have: they dislike that dungeon, an emergency came up, their ISP dropped them, people they don't like or that harass them are in the group. ANY of those reasons are valid as far as the game goes, you just have to accept a 30min 'no queue' if you jump ship first.
Castrum and Praetorium have a parity to them. They're both time consuming but one is shorter with slightly less exp.
The only reason vets are going to run these other than helping a friend would be either tomestones or experience points.
Run castrum if you want poetics and run prae if you want exp. There's reasons for wanting each, sadly there'll generally be someone with an unhappy outcome.
Leaving is going to happen, it's sometimes well worth the half hour lockout for it.
It's not like you need all 8 people to actually do either of these. You can get by fine with just a couple players if we're being honest. In fact, I'm actually happy when people leave. They can go on and get something they'd prefer to do and it opens up a spot for players who may want in.
It's the people who do nothing and just leech the entire run hoping not to get kicked is the ones that need to be ...dealt with.

The punishment is light because, like I said, plenty of disconnects are unintentional, but there is a punishment. If this becomes more of a problem they'll implement worse punishments. The punishment in place is only enough if it's adequately deterring the thing they don't want people doing.
It's not a punishment it's a cooldown.
