Yes. Unless perhaps if mobs will live long enough for a second Doton (assuming you stealth reset after first Doton), then you might be better off saving Hissatsu for that (if there's no Ten Chi Jin) but don't see this scenario happening very often. I think it's also worth using Hissatsu on mobs right before boss fight even if it leads to you missing Hissatsu with first Trick Attack, AoE>Single target by a lot in terms of efficiency.
