If this were a failing game, maybe this idea would have a little more merit.

We're talking about development and project management here. The process of developing a game is no different, their R&D personnel should already be doing their job to find out how other game companies are handling operations, game development, and project management. The genre doesn't even matter since even single player games have release dates to meet. Also, not all mmos are "a failing game," they could learn from a couple of mmos with a healthy number of customers, yes even the dreaded world of warcraft is not a failing game.

I think Yoshi and team already have all of that down. They have a schedule, they have their own priorities. They have things they have planned to do, then there are sudden things that need immediate attention, then there are ideas they may want to do but need time to develop, on top of finishing and balancing other things already on their table.
Hats and Helms on Viera and even Hrothgar are probly on the list, but its not a high priority, its not more important then maybe....finishing up and getting Sapphire weapon ready, or the next batch of MSQ content, the next step in the relic weapon.

Or even, these hats are further down the list, and the current project is developing Female Hrothgar/Male Viera. Perhaps the current priority that was on the list is now towards the top is more/new pvp content and balancing, bringing flying mounts to ARR, cutting back and adjusting duties. Odds are these have been on the burner longer and now its their turn to get some attention.

My main point is, SE is already doing Development and Project management. They have shown and proven that they are a hard working team with their own map planned out that they will deliver. If and when they have time, maybe they will get to Head gear for the 2 new races. They dont need to spend time looking at Blizzard or what-not to help them make hats.
