That sounds like a great way to encourage people to game the system so they only get low-level roulettes if they're going to give you the same EXP for less work.

MSQ roulette isn't taking up part of some overall quota of roulette rewards. They increased it without deducting tomes from elsewhere, and if they remove the roulette entirely then that reward most likely goes with it.
