    They should take out MSQ roulette and make it solo, like you said, and put the XP into other roulettes. Only, this XP bonus, as well as level 80 tomestones, are only earned if you have an item level appropriate to your character level. Low level players will be fine since you are still getting poetics, and you gear yourself with poetics. Anyone else who wants allegory or whatever is current has to put on proper gear and stop trying to dodge high level content by swapping gear.

    MSQ roulette isn't taking up part of some overall quota of roulette rewards. They increased it without deducting tomes from elsewhere, and if they remove the roulette entirely then that reward most likely goes with it.

    That depends on the modifier and the completion experience. Vary the completion experience based on the typical minutes' length of the dungeon instead of using a flat or solely level-based reward for any and all content (e.g. giving Cape Westwind nearly the experience of a level 50 HM or extreme) and keep the modifier anywhere less than 80%. While roulette spamming dungeons of any level may be more efficient during the dead hours of night when including the time spent queued, the time actually in the under-level roulette dungeon still won't be spent as efficiently as in at-level dungeons.

    If you want to balance out the remainder, the solution is the same as suggested across many other threads: (1) do a better job of scaling FATEs and their rewards for low player counts, (2) return Battle leves and give them slightly better exp rewards, (3) allow FATE experience to be guaranteed once one reaches Bronze/Silver/Gold upon return from the instance if one enters and instance before the FATE completes, and (4) allow leves timers and progress to be paused when leaving for instances and resumed thereafter.

    I wasn't implying there was some kind of roulette quota. I am just talking on a basic level of gamer psychology: take out one of the biggest sources of XP, people will want it compensated somewhere. Some of the roulettes are fine as it is, though I see areas like 50/60 and ehhhh it feels like they could be giving more.
