The cities do feel like lifeless paintings that we merely are trapped in. I want weather, moving fabric, moving npcs and more noise!
Rain, wind (sound effects and trees moving more violently) and storms (thunder/lightning).
I haven't explored a whole heap, but instead of camps everywhere, how about smaller towns and villages instead (keep some camps~)? It would be nice to see some life outside of the main cities where you actually had to visit more than once or twice.

I think they have to redo the town maps because they use the same seamless design that they have to eliminate in the new server structure. I would guess that this will mean the towns will be divided into multiple maps sort of like they were in XI. Hopefully each area is intended to be unique in its own right in the same way the new wilderness maps will be.Elexia mentioned of the current engine limitation and I believe it's this that makes the city seems lifeless. Things seem to stretch far and not enough unique element in each town. A good example of that would be Gridania. Ul'dah I feel is very small all together. I am hoping they will redo the town maps in 2.0 (as they only mention 'most' will change).
I don't want to give anything away, but if you do the current story stuff it seems pretty clear the 'coming storm' is going to affect everything on Eorzea most likely including the cities.
sorta building upon this but... I find it rather silly that aetherytes (which allow instant teleportation to a certain area) out in eorzea, with this "threat" of garlean invasion, are guarded by a fence, tent, and 2 npc guards.

I always wished those camps were out in a place like Gilmore Ruins, and the aethers themselves were some ancient technology that no one understood, and were guarded because of their strategic value.
While I am sure I will get flamed for this by the FF12 haters, the cities in FF12 felt more alive than both those in XI and in XIV. Add more npc's throughout each of the cities, and for god sakes, have them do more than just stand there and look strait ahead.
Best part is, they took what worked in XI (battle system) and expanded on it for XII..kinda not so ironic how XIV turned out by throwing it all way lol.
12 was awesome. 14 kind of feels like 12 online, but in a really early alpha phase lol
