In a nutshell: community always complains. Sometime those are same people, sometimes not. Developer listens and tries to satisfy as much people as they can, and community complains again. And there's no golden middle, because it's all about subjective feelings about the content, so it always will be like this: players don't like something, developer tries to change it, players don't like it anyway. It's not a bad thing, it's just an inevitable reality of humanity nature. /shrug
Your basic comment, that they can´t please everyone is right, but you got the reasons a bit wrong i think

The majority complaining about Eureka didn´t find it to easy, they wanted a poeticsgrind like anima.
Also the fraction complaining about savage being to easy is a tiny fraction (hardcore) of a small fraction (raiders).

Players that do Extremes/Savage already get something for it. They get better ilvl dyeable gear from savage and nice weapons from extremes.

So why in the world can´t they do the artefact glamour gear for all players that put in the time?
