The expatiation hasn't even been out a year give them a chance . HOH was fairly late into SB I do believe.

the problem is that yoship outright confirmed in an interview that there will be no deep dungeon this expansion
and it's not that i dislike the content we're getting, i just feel like i'm getting less bang for my buck as a subscriber
Honestly, I have been logging into XIV a lot more during ShB than SB. I always find myself something to do, be it daily dungeons, 24mans, working on my house, crafting, gathering or even recently getting back into TT. Like, not hours to no end, mostly like one or two hours per day, but I always find myself entertained and looking forward to logging in. I am super casual tho, so I can't say how it is for people who enjoy doing all content in a quick succession.
I will also freely admitt that Eureka soured the whole SB expansion for me a lot. I always have been enjoying the relic, but Eureka was just so bad (for me) that it made a weak expansion even worse and made me not want to bother with the game anymore.
Possibly, but Anemos was out in 4.25. SB had the same issue of having no casual combat oriented content on launch, and people lamented that Anemos (as hated as it turned out to be) was very late.
Now we face the same issue, and the relic that many hoped to be at least a bit grindy, turned out to be more or less a freeby.
It feels like that since release. Story and music is great, but everything else is probably made by one person. Job design never been worse, and you get 1 hour of content each patch.
Good thing that people start to notice it. Maybe Square will be forced to give devs $2 instead of usual $1.
I fear there is no budget problem. It's just the global design of the game and updates is wasteful and inefficient. The warnings have been done since 2.1. Replacing content with "new" (but barely different) content, every 3-6 months, is a stupid idea. Most of the resources are wasted to create new visuals (areas, enemies, equipments, etc.) and then there is nothing left for programming new features and designing interesting game systems.
We even reached a point where it feel like the devs are simply uninspired and plain bored. Look at the ShB daily quests : talk to 1 npc, kill 1 monster (sometime you don't even need to kill it), get 1 item. Earn 2-4 millions xp. This can't be done by someone who'd care.
the big speculation is that the dev time is being put into an extensive ARR rework, including adding flying to the old zones. If that's actually the case though, then they REALLY should properly communicate it...
It's been confirmed that we're not getting the equivalent of POTD/HOH during Shadowbringers.
It'd certainly be a bold, intensive project. I hope it's the case. Adding some new areas to the ARR zones wouldn't go amiss, either. All the better to future proof the game. I suppose they're worried by the amount of people not sticking with the game due to how long ARR can be.
The author literally compares HW + 5 patches and STB + 5 patches together with SHB + 2 patches alone and points out that there is more content on HW + 5 patches and STB + 5 patches together than on SHB + 2 patches alone.
Genius.
