Again, the people who would willingly stay on a boat that isn't likely to get high points (when they could still try to get on another one that might) probably don't care about getting high points to begin with. The way I see it, high point chasers banding together to try to get boats that can get high points is actually contributing toward a greater total number of players achieving the goals they want, not less.This is a pretty disgusting mindset to have. Basically you're saying it's okay to do things that negatively impact other players because it benefits you.
Just because you don't care about getting high points doesn't mean that others won't.
They said you could leave if you DONT care about titles or if something irl came up. Not to chase titles and screw over boatmates. And since neither of those would have someone immediately re-queuing I wouldn't be surprised if they do a lockout after leaving.

I'm always out to get big points (specifically 16k now), and I never leave an instance for any reason, sticking it out to the end to try and help whoever is left. The game allows it because SE never thought people would stoop low enough to actively hurt other players' experience for their own gain in a simple fishing minigame. It wasn't "built into the system" specifically for this content. You have always been able to leave any kind of instance, whether it is battle, gold saucer, solo, eureka, or whatever, at any time. They have only added penalties after the fact when it turns out the playerbase is abusing that ability to the detriment of other players.

Don't pretend SE is innocent in this. They knew exactly what they were doing when they implemented achievements for this activity with requirements high enough that you need RNG on your side to even have a shot at reaching them, and after having been in the whole MMO business for nearly two decades there is no excuse for not realizing that people will do anything they can to bring RNG closer in their favor.The game allows it because SE never thought people would stoop low enough to actively hurt other players' experience for their own gain in a simple fishing minigame. As far as we understand so far, the system adjusts for fewer people so you have about the same chance overall as a group to proc spectral waters with a group of 4 as 24. As least as I understand it from the discussion in the fishing discord. Nothing stopping you from leaving too and joining another boat though.
If you're not in the fishing boat for big points, why do you care if others leave? If you are there for big points, why don't you leave and join another boat to try and get spectral waters in the first zone?

Yoshi has stated his reasons for allowing people off the boat, and I don't entirely disagree with them. However, it would be nice that if you leave the instance it will not allow you to board another boat until the next 2 hour window.
This is a problem with the rewards of completing a run, just some yellow scripts isn't gonna keep people from abandoning runs for times sake. That said, easy solution is to add a fishing deserter debuff.
