There's 2 things that i wanna point out.
1, everyone can go into Character Customization on their settings menu and turn off all spell/skill effects from themselves, party members, and every other player character at will. I know several people do this to make it easier to load up the models for A and S rank hunts.
2, some Jobs, like MCH and AST, have quests that make them use some of their skills in towns and cities, so SE would have to move certain NPCs or targets to new areas, or just remake the quests entirely just because people are bothered with skill spam.
All in all, i believe this idea of skill spamming being a bannable abuse, just because someone is bothered over something so trivial and easily mitigated, is completely stupid.
1) No one should have to gut their system settings just to avoid being harassed by someone intentionally being annoying. How about people shouldn’t stand in town spamming abilities with the sole purpose of bothering others.
2) Not the same thing. People doing job quests have a reason to be there using their abilities and they’d only be doing so for all of a few seconds before moving on. I’m not aware of any quest that has you sitting there spamming any kind of spell for several minutes.
Bonus: Spamming probably isn’t really bannable on its own, but the person in question clearly has a history of getting in trouble. They were given a three day vacation because this isn’t their first offense.
Personally, I bet that more than one person reported those WHM's to get this type of reaction from the GM's.
Regarding number 2 - your false equivalency does not hold water for some very important reasons. The most important one is the simple fact that there is a difference between using Gauss round once to trigger a NPC flag and spamming a blinding ability in a crowd of people. The former actually serves an actual gameplay purpose and it's disruption effect is minimal as it only requires the ability to be used once. I doubt very much that people are going to notice a MCH hitting an NPC with Gauss round once in the back-ally's of Bruma versus somebody spamming a very high-visability ability over and over again in a main traffic area.There's 2 things that i wanna point out.
