I still wouldnt get my hopes up. Its much easier to make a handful of one off NPCs then to do all the work to make an extra race playable. The NPC will only ever wear one outfit(so you dont need to model everything in the game), it might not ever move(doesnt need a full set of animations), and it will likely only ever do any emotes in a cutscene. It really just needs an idle pose, and an active one. They could mock up a female hroth as simply as putting a hroth head on a female roe body. Put it in an outfit that obscures that. Then pick a set of animations(say... male hroth for movement, female midlander for arm motions and idle). Boom. Done. Quick and dirty. And not at all playable.
As I said, they're not actually "new races", are they? I don't expect them anytime soon, but the whole deal about the opposite sex being fewer in number does not equate to them being so abysmally low there's only five of them (at least assuming Hroth and Viera have a big enough population to avoid inbreeding).I still wouldnt get my hopes up. Male Viera are already similar male Keepers of the Moon in that they have a smaller population than females and live separately from them. And yet we still have male Keepers as an option and the rare NPC. If the devs ever bother making an NPC, I'm pretty sure it'd be with the intent of fully developing them.
Hence why I say the day we actually see the NPCs is the day they MIGHT become playable, key word being "might". Because the quickest way to get the playerbase aggressively clamoring for the genderlock to be lifted again is to show Male Viera and Female Hroth. And why would SE give themselves that hypothetical headache if they're not going to make it a thing?
Alternately, this becomes FFXIV's equivalent to WoW and playable high elves, LOL.
